Yeah, jpg artifacts are annoying. You can try png (which looks nicer but tends to be larger with more colors/detail) or gif (which is smaller but loses some color nuances).

If you're using photoshop you can us the 'save for web' option & from there you can adjust the picture quality. (but keep an eye on the file size at the same time or it could become unuploadable)

I use photoshop and I sometimes use MS Paint when I'm lazy. I found it to be a pain when the site constantly refuses to upload it. So I guess I reduced image quality a little too much this time.
I'll try "save for web" or other file options next time.

I've never had a problem with MS Paint created Png files.
